Explain what you like in each reference instead of asking for a copy. Include clear daylight photographs if the area already has a tattoo, scar or other feature that affects placement.
Submitting the form opens a project review. It doesn't mean the date, price or design has already been accepted. I reply with the next practical step, ask for missing information or explain honestly when the request is not a suitable fit for my work.
